When you are in an edit box, if the material you are editing is long enough, you will have two scroll bars on the right side of your screen. The inside one is just for the edit box. The outside one is your browser's main scroll bar.
The SAVE PAGE button is outside the edit box, beneath it, beneath words about the GNU license, beneath the Edit Summary box, and beneath the "this is a minor edit" box. So you will probably have to scroll down, below the edit box, to get there. You do that with the OUTSIDE scroll bar, not the one that is just for the material you are editing.
