The little [edit] tags at the upper right of sub-sections of a page allow you to open an edit box for just that section. This is sometimes easier than opening the entire page and finding the part you want to change or make an addition to. The first section of an article does not have such a tag, so to get the first section, you have to "edit" the whole article - which you do by clicking the rectangular "edit" tab at the top of the page.
You will also have to edit the whole article (by clicking the edit tab at the top) if you want to create a new sub-heading or section.
